As a user who sets relations between work packages
I want to see only the work packages of the currently opened project in the work package selector for relations
So that I do not get displayed all work packages from the many projects I am part of.

Pain:
If you are part of many projects as a reader and just a few ones as a member/project admin, you do not want to work with the work packages you only see as a reader.
However, you get these presented every time you want to set a relations in the projects you are actually working with.

Acceptance criteria
* User can choose to only set relations between work packages of the project the work packaged currently worked on belongs to.

Original user story:
> Openproject offers cross project linking of tickets. It would be great if this can be done on project basis, hence to be able to restrict this feature to certain projects and its subprojects.

Currently this is some kind of on-off feature. If some has multiple projects with subprojects tickets might only be linked within those specific ones.
