**User story**
As an OpenProject user
I want to define a reminder for a work package for myself
So that I save energy not to forget important things.

**Acceptance criteria**
* In the toolbar of a work package there is a menu item **Set reminder.**
* Set reminder opens a modal to add one reminder.
* Specific date and time
* Tomorrow
* Next week
* Next month
* For each reminder the user can optionally define a short reminder note (simple text/one row).
* In the notification center there is another notification reason **Reminder.** In the sidebar it is shown below **Date alerts**.
* When approaching the reminder date OpenProject automatically creates a notification of type **Reminder**.
* The notification card is similar to that of a date alert notification. notification but showing the user that created the reminder. If there is a reminder note it is also shown in the notification card.
* Reminders are both personal and private. Nobody else can see or manage them. Not even admins.
* There is one are two new project permissions: "Create own reminders"
* Create reminders for me
* Create reminders for other users (NOTE: Ideally we could skip that requirement for the first implementation)
* Users only see the reminders they created.
