### Steps to reproduce

1. Hvae a OpenProject 14.6.3 instance with a SAML provider that has limit\_self\_registration enabled

2. Update to OpenProject 15.0.1

### What is the buggy behavior?

* After the update limit\_self\_registration isn&#39;t set anymore

* SAML users can register them self


### What is the expected behavior?

Begin of the deletion _Describe how the application should behave like. Example:_

End of the deletion 1. SAML user should not be able to register by their own when limit\_self\_registration is enabled
