**As** an administrator
**I want to** CRUD the possible gates/stages
**so that** I can deviate from the default to reflect the process in place in my organization.
Assumes ###58159 is done.
**Acceptance criteria**
* Visualization similar to project attributes.
* A new menu is added to "Administration -> Projects" labeled "Project lifecycle".
* Within this administration, all currently existing stages and gates are listed.
* The name and type (stage/gate) is displayed in a table.
* The type (rhombus for gate, arrow for stage) are displayed in the color defined for the stage/gate.
* The number of projects the stage/gate is active in is displayed.
* They are listed in an order.
* The administrator can change the order.
* The administrator can create a new stage/gate.
* Select a name.
* Select the type.
* Select the color.
* The administrator can change an existing stage/gate.
* Change the name.
* Change the color.
* The administrator can remove a stage/gate.
* This functionality is only available in EE. A banner is shown in case the instances is not EE.
* Technical note: A new type of banner is to be developed for this as a ViewComponent (see Figma).
* Adding a stage will not directly enable it in all projects.
* The new functionality is hidden behind the feature flag developed as part of ###58159.
Out of scope
* Ability to enable/disable a stage/gate from the global administration.
* Removing a stage/gate will not lead to the other stages/gates being rescheduled.
