### Steps to reproduce:
1. Go to **Administration** \> **Users** \> **Select a user** \> Open **“Rate History”** tab
2. Click **“Update”** next to some project
3. Enter a <ins>valid date</span> and a <span class="underline">decimal number</ins> (e.g. 20.50)
4. Click **“Save”**
### Actual result:
Receive an error message “Rates is invalid”, even if the format of currency is **<ins>%n %u</ins>** ( **Admin** \> **Plugins** \> **Costs** \> **Configure**), it doesn’t permit to separate numbers by using a dot
### Expected result:
Decimal number should be possible to be added in the rate field
