### Steps to reproduce
1. Confirm current aggregation period in Admin > Email and notifications > Aggregation settings being set (5 minutes for instance)
2. Modify something about a work package (anything besides the description) that would trigger a in-app notification for a user
1. for instance, assign the a work package to a user, it would create an in-app notification for that another user as being assignee is a notification reason.
2. alternatively, make the user a watcher of the work package, and modify any field. This too will create an in-app notification for that user.
3. Within the aggregation period, add a comment and mention a user (@someone syntax).
1. mention the user from who was assigned at step 2 (@someone syntax).

### What is the buggy behavior?
* Mention'd user will not receive an email about the mention.
* Assuming this is because the actions (because of the aggregation settings) gets squashed into one activity and the mention gets forgotten about.
* Even after the aggregation period, there is no email notification.
### What is the expected behavior?
1. Mention'd user should receive an email about the mention
