### Steps to reproduce

1. Create project

2. Create user group A with members

3. Assign user group to project Begin of the insertionwith a ReaderEnd of the insertion Begin of the deletion as someEnd of the deletion Role Begin of the insertionand make sure there are no other roles assigned to the users within the group AEnd of the insertion

4. Activate permission "copy work packages" for the role in ../admin/roles/report

5. Create work package in project

6. Log in with user from user group A

7. Attempt to copy work package from project


### What is the buggy behavior?

* Context menu does not show option to copy work package

* Only when granting member privileges to user group A does the copy work package function become vailable


### What is the expected behavior?

1. Users who have watcher privileges should be able to copy work packages when that feature is activated for the role
