When using the single up/down arrows to sort enumerations (Activities, Document Categories, Issue priorities)
then the sorted line should only move up/down one line.

Currently it moves to the top/bottom of the table. So the triggered functionality seems to be identical to using the double arrows. Begin of the deletion
