1. Log in as admin
2. Go to Administration/Authentication/Two-factor authentication
3. Check the 'Enforce 2FA' checkbox
4. Log out and log in with a user without a 2FA setup
5. You will be redirected to a page that you should add a new 2FA device without log in
The goal is to primerize this page.
