At some point the doc says "Enter a **fixed date**: this date is the basis for the budget to calculate the planned costs based on the [configured hourly rate](https://www.openproject.org/docs/user-guide/time-and-costs/cost-tracking) in the user’s profile".
I followed the link to "configured hourly rate", but there is nothing there related to hourly rate.
I was also in the user profile and did not find anything related to hourly rate either.
I think the link should lead to the user administration -> rate history: [https://www.openproject.org/docs/system-admin-guide/users-permissions/users/#rate-history](https://www.openproject.org/docs/system-admin-guide/users-permissions/users/#rate-history)
The text is also wrong then. It's not the user profile, it's rather the users administration. I went there at some point, but as it was written "Rate history", I thought it was only an history. I did not expect that one can change the rates there. So any user, like a project manager, wanting to manage hourly rates in his project must be admin to change them? I'll raise the point tomorrow at the frontend meeting to see if I'm missing something.
