5. Create work package in project

6. Log in with user from user group A

7. Attempt to copy work package from project


### What is the buggy behavior?

* Context menu does not show option to copy work package

* Only when granting member privileges to user group A does the copy work package function become vailable


### What is the expected behavior?

1. Users who have watcher privileges should be able to copy work packages when that feature is activated for the role
