Main installation is using pt-BR languague, when I try to update, give the error below, seems to be a buggy where the argument should be pt-br, but in the system is set as pt only

### Steps to reproduce

1. Begin of the insertioninstall OpenProject 13.1 on ubuntu Jammy

3. Switch to the OpenProject 14.1 repository
