### Steps to reproduce
User A is an admin
User B is a user with permissions to view/watch/edit wikis, and it has notifications on for wiki updates
1. Login as a user A
2. Create a wiki
3. Login as user B
4. Go to my account, check "Wiki page updated" under Mail notifications
5. Set user B as watcher of created wiki
6. 5. As user A, go to the account of user B and click on `Permanently lock`
7. 6. As user A, update the created wiki
### What is the buggy behavior?
* User B receives an email that the wiki was updated
### What is the expected behavior?
1. User B should not receive any emails after their account is permanently locked
