### Steps to reproduce
1. Have the progress calculation mode be set to "Disabled" pre-migration to 14.0
2. View the activity tab in any package post-migration
3. Notice the system update activity entry
### What is the buggy behavior?
* The message is confusing; if users were previously in a Progressed disabled mode, this update might not make much sense and might and might raise more questions than answers

### What is the expected behavior?
