- The sticky message does not remain at the top

## Requirements

### Sticky messages remain at the top of the messages table

Rational: Users find sticky messages more easily.

Fit Criteria: Sticky messages remain at the top of the messages table whether new messages are created or not.

### Sticky messages are ordered by the date of marking them sticky

Rational: Forum administrators are able to order sticky messages if more than one sticky message exists.

Fit Criteria: The last message marked as sticked is the last message in the list of sticky messages.
