### Steps to reproduce
1. Compare the forms of a project role to the permission report (both in the administration)
### What is the buggy behavior?
* The heading for "work packages" on the permissions report is different from "work packages and gantt on the project role form
* Global permissions are interleaved with the project permissions
### What is the expected behavior?
1. Use the same heading
2. Have the project permissions displayed uninterrupted from the global permissions. The global permissions should come first, and the project permissions after that within the same section. The order within each group should be the same as the order on the role forms (left down, then right down).
