**As an** OpenProject user
**I want to** have a toolbar above the work packages table
**so that** I can easily access the features that are currently only available on separate configuration pages. This is also a required basis to get rid of the the query edit page and the timelines edit page.
**Acceptance criteria**
- The toolbar is designed according to the OpenProject UX-Guide/Styleguide.
- The toolbar has a button “New”.
- By pressing the button “New” the work package form is opened (this view is to be replaced by the angular detail view at a later stage).
- The toolbar has a button “Filter”.
- By pressing the button “Filter” the filter pane is shown/hidden.
- The toolbar includes the widget title (formerly query name).
- Right to the query name there is a widget selector with integrated select2 search.
- The toolbar includes a button “options”.
- The “edit” button only appears if one or more rows are selected.
- The “watch” button only appears if one or more rows are selected.
- The options panel is removed.
- The export functions that are currently under the table are moved to the “export” button.
- Create and edit grouping criteria through toolbar
- Create and edit grouping criteria columns header
- Show/hide columns
- Move columns
- Remove clear button
- The options menu include the action “show sums”.
