Steps to reproduce

1. Check out a completely new SNV repository in the Windows operating system, I use the TortoiseSVN client;
2. Add `Commit_Log_en.svnprops` add `Commit Log - en.svnprops` to the TortoiseSVN client with procedure `TortoiseSVN - Properties - Import "SVN-property.svnprops" file - Click "OK"` client, this file is in the attachment;
3. Run `Svn Commit...`  command commit in TortoiseSVN client with procedure `SVN Commit - Check "All" - Click "OK"`, this client, it will commit the content of the SVN property file at the same time; content;
4. Open open the SVN folder structure on the repository website, web page, e.g. [http://192.168.2.1/projects/strucs/repository](http://192.168.2.1/projects/strucs/repository);

### What is the buggy behavior?

1. * The content of the SVN property content will be displayed on the repository web page forever, no matter how many versions you've committed. Unless you remove this property item from the TortoiseSVN client.

### What is the expected behavior?

1. The content of the SVN property content should not be displayed in the repository web page, it's backend data not frontend data. I mean there is no need to show all the SVN SNV property content in the repository web page.
2. If I remove this commit log template property item from the TortoiseSVN client, it will remove the property data display in the repository web page. But this is not what I want, the commit log SVN property is necessary for me when committing.
