### Steps to reproduce

1. Enable recaptcha under Administration -> Authentication -> Recaptcha
2. Try to create a new account

### What is the buggy behavior?

* there is no recatpcha during registration allowing free creation of spam accounts

### What is the expected behavior?

* it should not be possible to Begin of the insertionactivateEnd of the insertion Begin of the deletion createEnd of the deletion an account without passing the recaptcha

### Notes

Begin of the deletion * currently the recaptcha is only checked during login which is too late
* while it should already be checked during registration, the recaptcha check during login should remain as well
End of the deletion * please double check that recaptcha is working both with v2 and v3 and with hcaptcha as well
