Currently the project roles and global roles share the same menue entry, index list and forms. The type of form is controlled by the checkbox "Global role".

* [ ] Introduce separate sections for the different permissions. Currently we only have one section "Global". In the future we will have many more global permissions. So by creating the sections we prepare for that.
