Feature MEET-23: Make the (new) Meeting module more discoverable in projects where it is not enabled

**As** a a project member in a project where the Meetings module is not enabled
**I want to** know that I can add work packages to meetings as agenda items
**so that** I don't miss out on the advantages that this new feature affords
### Goal
The goal of this feature to improve discoverability of the new Primerised Meetings module in projects where the module is not enabled.
### **Acceptance criteria**
* Make the "Meetings" tab always visible in the work package package
* Even when the Meetings module has not been enabled for the project
* Show an empty state that describes (in one setence) the benefits of the new Meetings module:
* **For project-admins**, For project-admins, it should also contain an action that takes them to _Project setings → Modules_
* **For For non project admins (other users)**, users), it should explain that a project admin has to enable the Module to be able to use it.
* Since the tab will always be empty without action by a project admin, users should have a choice to stop seeing it. There should be a "Hide this tab" action that will remove the Meetings tab (until an project admin enables the module). it
