The whole behavior for adding users to specific work packages should be bound to a new permission on the project level. The permission `share_work_packages` `add_work_package_members` can be given like any other project specific permission.
There is still an open discussion, if this permission should also have some sort of special validation, that you can only give permissions that you own yourself. So for example somebody with reader role and the add work package members permission, you can only give roles, that also allow reading but not editing.
