Repro:
1. Open a work package page for an instance where you are an administrator
2. Review programmatic HTML headers
Result - "All open" is not a heading, where if you open a Work Package page where you are not an administrator this is a heading.

open the Administration, Work package tracking page, there is a visual header part way down the page "**CUSTOMIZE THE APPEARANCE OF THE WORK PACKAGE LISTS" which is not a programmatic heading**
