### Steps to reproduce
1. Login to Community
2. Go to this template project https://community.openproject.org/projects/template-onboarding/work\_packages
3. Try changing the status on one of the work packages (37198 Business Cards) from On hold to Rejected or Closed
### What is the buggy behavior?
* Rejected or Closed are not even offered in the dropdown although they should be according to the workflow (Project Manager role). It happens on the template and on the project created from that template.

### What is the expected behavior?
1. Rejected or Closed should be available in the dropdown
