Create a clearer and easier to set calendar related admin settings.

## **Acceptance criteria**

* Change the name of the current menu entry **Working days** to **Calendars and dates** and add the drilling arrow as it will contain a second level of navigation.
* The second level of **Calendars and dates** should have:
1. Begin of the insertion**Working days:** move the current working days settings to this level.
2. **Format and week calculation:**End of the insertion Begin of the deletion **Display settings:**End of the deletion containing the date and time related fields ("Week starts on, First week in year contains, Date format and Time format") that until now where in **System settings > Begin of the insertionDisplay** divided into two sections "Format" and "Week calculation". _(Name needsEnd of the insertion Begin of the deletion Display**.
2. **Working days:** move the current working days settingsEnd of the deletion to Begin of the insertionbe discussed and verified)_End of the insertion Begin of the deletion this level.End of the deletion
3. **iCalendar:** this will contain the setting to "Enable iCalendar subscriptions" for the whole instance (can only be done after #15339 is roughly implemented).
* In order to accomplish that some changes are also needed in this admin pages:
* **API and Begin of the insertionweb-hooks:**End of the insertion Begin of the deletion webhooks:**End of the deletion move the "Enable REST web service" from **Authentication > Settings** to the top of this page.
* **Users and permissions > User settings:** move the field "Users display format" from the **System settings > Display** to this page Begin of the insertionin a new section called "Display format"End of the insertion Begin of the deletion bellow the "Users default time zone"End of the deletion
* **System settings > Languages:** rename the current menu entry from Begin of the insertion**Display**End of the insertion Begin of the deletion **Dis**playEnd of the deletion to **Languages**.
* Remove the label "Languages" (it is not needed anymore since it is the new Begin of the insertionheading.End of the insertion Begin of the deletion heading)End of the deletion

* The single selection checkboxes has been substituted in the designs and will be analysed in ##47931.
