As a project admin, I like to set the permission for changing the work package progress (or other attributes like status) separeted from all other work package fields.
Background:
Our Software developers have to document the work package progress depending on their work progress - but they must not change the other fields like dates, description, … . Changing those other fields is the task for the project admin.
Therefore it would be great if “Change progress” would be a seperate permission.
**Acceptance criteria**
* The Administrator can set these settings on/ off at the page: Administrator -> Users & Permissions -> Roles and permissions -> (select role)-> Work package tracking
* The Administrator can set the editing option on or off for 1. Edit Description, 2. Edit Estimated Time, 3. Edit Story Points
* These settings will supersede the other work package edit settings like Edit work package, and Delete Work package. Even if these two settings were on and the above new settings were off, the above settings will take precedence for the role
* Given I am the selected user role, when I am trying to edit work packages, then I cannot able to edit the work package attributes like Description, Estimated Time and Story Points. If I want to edit these attributes, I can bring it to the team consensus and get it updated by the allowed role (e.g. Product Owner).
* This will avoid the confusions happening by untraceable edits in these fields made by the Team Member role users who don't require editing these fields
