### Steps to reproduce
1. Login as Admin who has GMT -07:00 time zone on both their OP account and OS
2. Go to Administration > Working Days
3. Click on "+ Non-Working Day"
### What is the buggy behavior?
* When selecting a specific day to mark as non-working, the day prior is highlighted in blue. See screenshot below, where I have September 4th, 2023 selected, but the highlighted day is the 3rd. The correct date is still being selected and populates the Date field correctly.
### What is the expected behavior?
1. I believe the date selected should be the one highlighted, unless there is some specific reason for highlighting the day prior to the non-working day.
