### Steps to reproduce

1. Create a budget in a project, add planned labor costs and book hours.
2. Check the budget as a user who is allowed to see budgets but who is not allowed to view/edit own/all hourly rates or cost Begin of the insertionrates and has the following settings:

### What is the buggy behavior?

* Planned labor costs are displayed on the budget overview page. (see screenshot, Budget #35)
* Booked labor costs are displayed on the budget detail page.

### What is the expected behavior?

* Planned and booked labor costs should amount to 0 EUR as this is the case for booked unit costs (e.g. screenshot, Budgets #11 and #8).
