* 30 days before cert expiry a Work package is created Begin of the insertionvia APIEnd of the insertion inside of OpenProject and assigned to FIRST ADMIN USER
* ALL ADMIN USERS are notified by email about the creation of the WP
* 15 days before certificate expiry a YELLOW BANNER is displayed for ALL USERS
