**Steps to reproduce**
1. Install OpenProject without seeds.
**Actual behavior**
- The After a clean install the Projects menu is not visible in top menu. on the main page.
**Expected behavior**
- The Projects menu is visible in top menu.
**Notes**
This is just a cosmetic thing, but it makes impossible to create projects for non-admin users until an admin user is not creating a project.
In case the 1st project is created by the admin, the menu appears and non-admin users (with defined Global Role) can create projects.
