**I want to** link or upload files to my Nextcloud instance when I create a work package
**so that** I don't need to wait until the work package is created

**Acceptance criteria**

* The same behaviour and components from the files tab are used in the creation flow.
* Users are able to link and upload files during the process of creation of a work package.
