**Acceptance criteria**
* When there is files linked the drag and drop boxer are now only visible when the user is drag and dropping a file.
* This boxes cover the file list with a minimum height of 88px (this affects also the list minimum height in case of only 1 or 2 files linked).
* There is a hover effect when the file is dragged on top of the box.
* While dragging a file from another tab if the user goes on top of the files tab in the tab bar this one is opened (already implemented in 12.2).
