**As** a project member
**I want to** know when a user who is an assignee (or responsible, or entered in a custom field) is no longer a part of the project
**so that** I can re-assign those work packages to someone else.

### Note

This work package affects:

* Work package views (details, list, split screen)
* Team planner
* Boards

### **Acceptance criteria**

When a user is _**removed**_ from a project, but remains assigned to certain work packages:

* Replace the user's avatar with a dotted grey circle (Grey 3, #878787), transparent background, with a new **missing-user** icon ([SVG available in Figma](https://www.figma.com/file/vOw6PEVIyzaQOIgf02VZFW/Foundations-Library?node-id=1549%3A588))
* On hover on the avatar, display a tooltip with text: "This user is no longer available in this project." (WIP)
* The user name remains a link and links to their profile

When the user is _**deleted**_, but remains but remains assigned to certain work packages:

* Apply the same visual look as above, except:
* The user name is not a link but simple dark grey text (#333333)
* On hover on the avatar, display a tooltip with text: "This user has been deleted." (WIP)
