### Steps to reproduce

2. Go to the settings page
3. Click on "Copy"
4. Enter any name
5. Click "Save"
### What is the buggy behavior?

### What is the expected behavior?

1. The application should successfully copy the project
### Extra Information
System administrators are able to copy projects. projects.
I am testing with a regular user account that has both the global "Create Project" permission, and the "Copy Project" permission for the project I am trying to copy.
All non-administrator users are not able to copy projects.
I tried creating a brand new docker-compose installation of OpenProject with this version, still the same results.

As seen by the two images below, this test user has permissions to copy this specific project, even though they still cannot.
