**Steps to reproduce**
1. Create a work package and log time onto it. During that, specify an Activity.
2. Go to Admin -\> Enumerations.
3. Delete all values under Activies (time tracking).
4. When you come to the last you are asked to select a value to reassign all objects to. The presented list is empty.
5. Click apply.
**Actual behavior**
- You are redirected back to the same site.
**Expected behavior**
- Error message that this value cannot be deleted before you get to the site where you can reassign the associated objects.
**Proposed Solution**
- You shouldn’t even get on the site where you can reassign the associated. Those values are mandatory for the associated objects. So deleting the last value would cause invalid objects.
**QA system**
- Core version: 3.1pre1
