Your OpenProject Version: Current dev
### **Steps to reproduce:**
1. Create a project "Project A" without user "Chris" as a member.
2. Create a project "Project B" with user "Chris" being a member
3. In Project A create a team planner board including "Project B"
4. Add Chris to the board by adding him as a assignee
### **Actual Behavior**
An error message appears: "Assignee filter has invalid values"

### **Expected Behavior**
~~The The assignee gets added to the board.~~
Members of _Project B_ who are not also members of _Project A_ (Chris, for example) should not be available for adding as assignee to the Team Planner. board
