### **Environment**:
qa-edge (12.1)
### **Steps to reproduce:**
1. Register a user (automatic activation via email).
2. Tag a user (e.g. in a work package comment) who has their notification preferences configured to receive an email when tagged.
### **Actual Behavior**
No email is delivered. (Maybe the email background job is faulty on qa-edge?)
Test email shows error when triggered:

Creating projects from templates / copying projects is also affected:
