### **Environment**:
Your OpenProject Version: 12.0.7 / EE On Prem
Win 10 / Newest Firefox / OpenProject language: DE
### Steps to reproduce:
1. Create a project with members (In the original report a public project without members was specified.). Those members need to present so that the project can be copied. They don't exists because they necessarily should be members in the new project.
2. Make it a template
3. Create a new project using the template
### Actual Behaviour
The template is copied in total including all the members which then receive emails because of that.
### Expected Behaviour
Allow the user the unselect copying the members similar to how it is possible when copying a project. This grants users the ability to select what part of the template is to be copied.
