### **Steps to reproduce:**

1. Open Team Planner
2. Hover over drag handle of an existing card and move the mouse around to test the limits of that hover zone

### **Actual Behavior**

It looks like the hover zone today includes:

* The far edges (consistently, as expected)
* The actual drag handle bars (as in, the actual lines) but not above or below it.
* The hover behaviour is odd; it seems to be _either_ hover or drag. (i.e, the &#39;i&#39; icon disappears on hover over drag handle, which is nevertheless inside the card)

### **Expected Behavior**

* The far edges behave as they do today (the entire height of the card is draggable)
* Begin of the insertionTheEnd of the insertion Begin of the deletion _EITHER_ theEnd of the deletion hover/drag zone over the drag handles are extends to the full height of the card (so that dragging at any point within that vertical strip allows drag)
* Begin of the insertion~~ExceptEnd of the insertion Begin of the deletion ExceptEnd of the deletion the top-right corner, where the blue &quot;i&quot; button Begin of the insertionis~~End of the insertion Begin of the deletion isEnd of the deletion
* Begin of the insertion_~~OR~~_ ~~TheEnd of the insertion Begin of the deletion _OR_ TheEnd of the deletion drag zone is limited to the far edges (outside of the card), which means the drag handles themselves are not draggable and just indicate the possibility of dragging the Begin of the insertionedge.~~End of the insertion Begin of the deletion edge.End of the deletion
