### **Steps to reproduce:**

1. Go to Prject settings/Version
2. Create a new or edit an exisitng version
3. Select Sharing

### **ActualEnd of the deletion Behavior**

Only as a system admin I can set the sharing to "With all projects", even if the permission of the role of the user allows to manage versions.

All users with the permission to "Manage versions" should be able to set the sharing to "With all projects" Begin of the insertion

* Add a new global permission to manage versions across projectsEnd of the insertion
