View differences

Currently the user needs to understand to save a query to create a new one. It would be easier to have a create action like we have in the team planner.
* Work packages: create view
* Board: create board
Additionally we should evaluate different options to style this action more like an action an less like an view. So for example the plus icon is missing which we have in all other views.

### Proposition (work in progress)
Since we don't have an index for the Team planner, we were constrained to display the "Create team planner" button in the sidebar. This was meant to be an intermediate solution.
The Product team is evaluating a button-fixed button for the Team planner:
