**Acceptance criteria**
* Whenever a user is mentioned, an email is sent send out
* The email is to be sent out immediately (see #38700)
* Immediately in this case means that it will be sent out after the notification has been created
**Out of scope**
* If the comment is altered, another email is to be sent (see #38727)
* Whether there are exceptions to resending a notification is still open

* All other work package emails are handled in <mention class="mention" data-id="38883" data-type="work_package" data-text="#38883">#38883</mention>
