### **Environment**:
11.4.0
### **Steps to reproduce:**
1. As a user with the permission to edit projects but not the permission to select modules go to project settings.
### **Actual Behavior**
User can see modules and adjust this but cannot save changes.

### **Expected Behavior**
User without permission to select modules should not be able to see modules in project.
