### **Environment**:
11.4.0
### **Steps to reproduce:**
1. Have a user who has digest settings activated (e.g. all notifications).
2. Perform a lot of changes the previous day which trigger notifications to the user (e.g. in-app or email).
3. Wait until the next day when the digest is timed.
### **Actual Behavior**
No email digest received.
### **Expected Behavior**
Email digest received.

Email digests were sent for some of my user accounts who had few changes:
[r.wagner+thistest@openproject.com](mailto:r.wagner+thistest@openproject.com)
[r.wagner+thisit@openproject.com](mailto:r.wagner+thisit@openproject.com)
[r.wagner+test221@openproject.com](mailto:r.wagner+test221@openproject.com)
But it was not sent for other users, e.g.:
[r.wagner@openproject.com](mailto:r.wagner@openproject.com)
[r.wagner+test@openproject.com](mailto:r.wagner+test@openproject.com)
The settings for these users are as follows:
