### **Environment**:
11.4.0
### **Steps to reproduce:**
1. Update a work package to trigger a notification for a user (e.g. assign to user).
2. As user, sign in the next day and look at in-app notifications (e.g. since received a digest email).
Additional information: When signing in with that user, I had to confirm OpenProject's data privacy policy.
To debug: The user in the gif below has the ID 46.
### **Actual Behavior**
In-app notifications show that the change just occurred recently (a couple of minutes ago) rather than on the previous day.

### **Expected Behavior**
In-app notification reflects time of change.
