### **Environment**:
11.4.0
### **Steps to reproduce:**
1. Go to work package list.
2. Bulk-edit work packages and e.g. set assignee.
3. Make sure that "Send email notifications" is deactivated.
### **Actual Behavior**
No email updates are sent (as expected) but in-app notifications are sent for each change - potentially spamming a user.

### **Expected Behavior**
Update setting to refer to notifications in general (rather than only emails) so that users can choose not to send in-app notifications either.
