### **Environment**:
Your OpenProject Version: 11.3.1 / on premise
Ubuntu 16.04 LTS / Firefox 88.0.1/ OpenProject language: German

### **Steps to reproduce:**
1. Go to page /custom\_fields
2. Click on "spent time"
3. try editing an existing custom field of type "list"
1. list items are missing, only type drop down and mandatory check box appear
4. restart from no. 2
5. create a new custom field of type "list
6. repeat step no 3 but try to edit the new field
### **Actual Behavior**
list items are missing when trying to edit a custom list field
### **Expected Behavior**
list items are visible and editable
