### **Environment**:
Your OpenProject Version: **Core version OpenProject 11.3.0**
Windows 10 / Chrome 91.0.4472.77, Edge 91.0.864.41, Chrome portable, Firefox 88.0.1 / OpenProject language: Русский, English, Deutsch
### **Logs**
Are there errors in the browser console? ([Click here for information on how to open your browser's console](https://webmasters.stackexchange.com/a/77337)) For a local installation: Are there relevant logs output by `openproject logs` (packaged installation) or in a log/production.log or /var/log/openproject/ ? Please attach error output in these log files if applicable

### **Steps to reproduce:**
1. Go to page Project settings
2. Or click on button +
3. Select "There was an error loading the form" or "Failed to load resurse: the server responded with a status of 500()"

### **Actual Behavior**
No one can not create project, can not view information about project, can not add new fields.
### **Expected Behavior**
When I open information about project I can see it and can copy or edit it. When I open Roadmap I can work with it witout error. I can create new fields from Administration - Custom fields when I use Russian language.
