Your OpenProject Version: 11.2.4 / Cloud Edition
Operating System / Browser / OpenProject language:
CentOS 8, Edge (also tested in other browsers), German

Are there errors in the browser console? ([Click here for information on how to open your browser's console](https://webmasters.stackexchange.com/a/77337)) For a local installation: Are there relevant logs output by `openproject logs` (packaged installation) or in a log/production.log or /var/log/openproject/ ? Please attach error output in these log files if applicable
No.
### **Steps to reproduce:**
1. Define unit costs
2. Attribute permissions to a role as shown in the attachment
3. Add this role to a project
4. Add a Milestone (or any other task type)
5. Book unit costs
### **Actual Behavior**
Whenever a user without permission to see cost rates books cost units, the amount booked amounts to EUR 0.00.
### **Expected Behavior**
Prior to a recent update (prior to 11.1.x) a user which is allowed to book cost units without permission to see cost rates was in charge of booking project related costs. A user with full permission would then see the amount booked and would be able to export it through "Time and costs".
