### **Environment**:

### **Steps to reproduce:**
1. As non-admin (with permission to invite and edit users and to work with placeholder users), but without permission to invite user / group to project, open modal to add new user to project.
2. Fill out information and confirm (see gif).
### **Actual Behavior**
Internal error shown in console (nothing shown in UI).

### **Expected Behavior**
Ideally, show right away that user doesn't have permission to invite users in project.
If error occurs, show in UI.
